Hate to break it to you, but unless your a child you penis ain't getting much bigger. A lot of sex comes down to "it depends on your partner". You also don't have to go all the way to the hilt if you are concerned about depth. Pay attention to her and she'll let you know what is okay.

I would have to say that the odds are against you, but there's certainly at least a chance of being intimate that way with a border collie girl. There are just a lot of variables: your girth, her length, how much girth she can accommodate, how "stretchy" she is, how much things change (for better or worse) during her heat, and most importantly, her level of interest. If you get a b-collie girl, I would go into it not expecting sex to happen, and if it does, that'll just be the icing on the cake!
Small dogs are often a no-go with vaginal sex. Medium-breed dogs are a mixed bag for the averagely-endowed male. Only large breeds seem to pretty reliably be able to handle an average human penis. I'd put b-collies on the low end of medium, here.
FWIW, I've lived with a b-collie girl in the past, miss the hell out of her. She was spayed, but I'm pretty sure that even if she weren't, she would have likely been too small to do anything with.
yeah a border collie would be a little on the small side. you need a giant breed.
