The most accepting place I have seen is Colombia, at least the rural parts of it. There is a tradition of animal sex among the farm boys there which is well known by those who live there. VICE did a documentary a while back.
It´s the rural and mostly very poor parts of the world, like Colombia and many North African countries where having sex with an animal is seen as the lesser of two evils. It´s seen as a natural contraceptive to avoid producing another mouth to feed if the boys turn towards the girls of their own species. I wouldn´t call it accepting because having sex with an animal is seen as a substitute and a comfortable, temporary let out to vent the sexual tension of teenagers and young adults. IDK how the people would react if one prefers this contact over the proper human on human contact for his entire life...I guess the acceptance wouldn´t be that high. And notice that these rather accepted sexual contacts only cover the male human on female animal variety...for female humans and homosexuals having intercourse with animals, the acceptance isn´t very high, even in these regions of the world.
The most accepting? Western-world wise, I would say Sweden or Finland... But with Denmark being like it has in the news I don't know if that still stands. But, the peoples opinions are what counts, not the laws themselves.
I would say the United States, judging solely on the number of zoophilia documentaries (Zoo, Animal Passions, Dolphin Lover).

But freedom of the press facilitates acceptance.
Had to make a new account for some dumb reason...But the only place I see that accepts zoosexuals to its full extent is Brazil (prove me if I'm wrong). I would say Japan too but ehh. I live in the Eastern part of America and all I can say is that the people there are very vicious towards zoos both in media (news) and in it's mainstream culture...Honestly I see America, as a whole, to be one of the most intolerant places for it and the last place zoosexuals would want to be despite the documentaries and reports. So I have to agree with Neinikuy on that one.
Then again there are countries where people can get the death penalty for being a zoosexual or to my knowledge, committing sexual acts with a non-human animal.
Lots of zoos get jailed in the US for doing what they want.
