I regularly see at least two dogs that do the same thing (paw at me to pet them). Seems pretty clear to me.

Yup, those poor cats cannot possibly understand the cultural implications of humans petting animals or any the safety concerns (what if diseases are spread??). Those poor things are being abused just because some humans can't get enough affection and physical contact with other humans. Degenerates. They probably trained these innocent kittens to seem like they wanted to be petted.
