As usual, there's no reasoning whatsoever in the article why animals supposedly need to be protected from "bestiality".

This article says

The bill took its time due to long debates among legislators and agricultural sectors, to the point that some questioned the inclusion of Zoophilia as a punishable activity.

but in the much more detailed ticotimes article we don't hear about that.

Both had requested that the bill be amended to include an exception for events deemed “traditional,” such as horse parades, rodeos and Tico-style bullfights. Marín even threatened to file more than 200 motions against the bill to prevent its approval if such an exception wasn’t included.

The approved draft now exempts the use of animals in traditional celebrations as long as the events are permitted by the Agriculture and Livestock Ministry (MAG) and the Public Health Ministry.

And from this linked article:

The proposal excludes from sanctions those who use animals in productive activities such as fishing, aquaculture, livestock and veterinary practices. It also allows under a number of regulations Tico bullfighting, horse parades and other traditional events in which animals participate.

Of course as long as it's approved by the government, animal abuse is still fine.

The bill describes abuse as any action affecting an animal’s health, including the loss or disabling of a body organ.

People don't neuter their pets often in Costa Rica. But animal overpopulation is a real problem in Latin America, so I don't think neutering it will be made illegal as it is by far the most humane way of dealing with the problem. But yeah, I agree the wording makes absolutely no sense.

What constitutes abuse and what does not has always been strangely arbitrary, but now it seems what constitutes a body organ is also arbitrary as well. It is a well known fact that gonads aren't bodily organs. But what about tail/ear cropping, vocal cord and nail removal? Are these organs as well? What even is an organ?

Harsher sentences for animal cruelty is good idea I think, but well... why include bestiality per default? It's always this hypocrisy. If bestiality is always cruelty, you don't need to specify bestiality in the law, and if it isn't, you should only punish those cases that ARE cruel.

It worries me that this law will probably have exceptions for bull-fighting and other "traditional" animal cruelty...
