I know this is starting to get repetitive, but yet another state in the U.S. has introduced an anti-zoo bill: West Virginia. It was introduced a few days ago (it is called "House Bill 2664").

So this means that there are now 4 states in the U.S. with anti-zoo bills: West Virginia, Kentucky, Texas and Vermont. These are among the few remaining states with no anti-zoo laws.
Three of the bills would make sex with an animal a Class A misdemeanor, and the Texas bill would make it a felony and put zoos on that state's sex offender registry. All of them would allow the government to seize one's animals and forbid them from owning animals again for "any length determined by the court" (the WV bill says the court can forbid someone from owning animals for "at least 5 years").
The text of all the bills is almost the same, word for word, as if written by the same person.
It's possible that there has never been a time with this many anti-zoo bills at one time.

The fact that these bills allow one kind of animal genitalia modification (artificial insemination, for example), but prohibit sex with animals, means that these bills are discriminatory and morally wrong, because they give "privileges" to "animal husbandry" people but deliberately exclude zoos from the protection of the law.
I agree. These laws are abusive. They to not do anything to protect animals because the actual animal "abusers" are not attracted to the animals. They are attracted to the abuse and the convenience to abuse. This means those original animals abusers will easily "change" to abuse the laws and judicial system to abuse zoophiles instead. They are attracted to opportunity for abuse.
Sure, those abusers won't be abusing animals anymore but they will be abusing everything and everybody else abusing animal welfare as an excuse because it's easy for them. These laws have effectively put every real animal lover in danger. Anybody who supports the law as it is cannot be in their right mind and cannot be a true animal lover.
States ought to be getting rid of these kinds of phrases in the law, but instead they're adding them with new laws (laws which should not be enacted at all).
